Answer:

Mr. Lacey ended up keeping the dog because the conditions in the pound was horrible and unfit for the dog.

Explanation:

When Mr. Lacey and the family got the dog the road conditions were bad due to snow covering the roads. However, Mr. Lacey couldn't drive to the dog pound so he ended up letting the dog sleep and stay there until he was able to take him to the pound. When the weather got better and her father actually took the dog he realized that the conditions of the pound were terrible. In the text it states, “Worst looking place I’ve ever seen. Ten dogs to a  cage. Smell was enough to knock you down. And they give an animal six days to live. Then they kill  it with some kind of a shot.”
