Scar from "The Lion King" is a static character, and the Grinch is an example of a dynamic character.

Explanation:

Although Scar from The Lion King did plan out Mufasa's death, he never had a real change of heart, and did not got through any changes throughout the movie. While the grinch being at the start of the story had a heart :three sizes too small" but after he interacted with Cindy, he had a change of heart, and his heart "grew three sizes"
