Hamlet, even after the confirmation of the ghost of his father, he hesitates and thinks a lot about who is to blame, and what he should do about it. Whereas Laertes, as soon as he finds out about the death of his father he decides to revenge and he actually does something.
In Act 4 Scene 5 Lines 109-110, Laertes enters Elsinore Castle decided to kill whoever killed his father, he is resolved to act:
