The other organisms in the food web's population would decrease because the sea otter is the top predator in the area, and if there are more sea otters, then the other organisms would decrease because the sea otters would prey on them. (Except for seaweed, sea snails, and periwinkle, they would increase because the organisms that consume them are decreasing, or they have more food because of the lack of competition.)
