Slope = (-5 - 3)/ (-3 - 1) = -8/-4 = 2

2. Find the y-intercept (b) using  the slope intercept formula: y = mx + b

    m = 2 and using point (1, 3) , solve for "b"

       y = mx + b

       3 = 2(1) + b

       3 = 2 + b

      1 = b

3.  Write the linear equation: y = 2x + 1
