Electrons carry negative charge while nucleus carries positive charge due to the presence of positively charged proton ions and neutral ions (which has no charge). All the electrons are attracted towards the nucleus due to its positive charge. While moving from a high energy orbital to a low energy level orbital, an electron releases some energy.  Hence, in order to move closer to home, electron needs to push itself toward the nucleus by releasing energy
