So the first thing is that France vas occupied by Axis powers (Hitler). It was near town of Vichy in France where they capitulated. The new puppet state of Vichy France (named after the town) and led by Charles de Gaulle soon began to work with axis but after the liberation it did not. The point is Hitler did not kill the soldiers he captured (which capitulated) but released them and they formed s puppet state and basically ditched him later. In my opinion he should have captured all and not killed but at least held hostage at concentration camp
