The effect of this on the cell is that TRANSLATION MAY NOT TAKE PLACE.
During the process of transcription, the information in the DNA molecule is copied into the RNA molecule. After this, the RNA molecule moves out of the nucleus into the cytoplasm in order to carry out the process of translation. If there are errors in the genetic information that are copied during transcription then translation may not take place in the cytoplasm.
If it happens that the translation process takes place, then a mutated protein may be produced.
