In fact, immediately after the declaration was penned, it was generally assumed that the colonies would function as sovereign states all tied to one another- similarly to the pre-Soviet Russian Empire. By the time the Constitution was being written, our plans had changed completely. We had made the choice to be one completely solid country, and so the goals changed from freeing individual colonies from British rule so they may self-govern to creating a solid government that was rigid, yet flexible enough to handle the constantly shifting and evolving political and social status of the young nation.
