Li, she wants to improve public programs but, to improve them you have to spend more money which is not what they want so you cross out "C" and "D". Then, you have "A" and "B" still which, B is when you eliminate expensive public programs which I mean it does save a lot of money, but some people will be missing them but you can rebuild them with cheaper costing ones so you can save money. So, if my opinion had to pick one of these answers..... I would pick B.
