The Articles of confederation which was the first constitution of America established an organ of government namely; the Legislature without an Executive organ. It established a bicameral Legislative organ that had representatives from the 13 states at that time. Under the Articles, Congress got their powers from the powers directly delegated to them by the States. The Articles of Confederation had its shortcomings, as it required more than 2/3 majority to pass a bill into law. The establishment of the United States Constitution ushered some reforms.
