The Weimar Republic faced violent uprisings from various groups, not to mention devastating economic problems. Germany between 1918 and 1919 was in chaos. People were starving, the Kaiser had fled and people hated the government for signing the armistice in November 1918 - they called them the November criminals.

As per the provision of separation of power the constitution framers wanted the government to have enough powers so that they could run the country but wouldn't be able to abuse it. Marbury vs. Madison strengthened this provision as by judicial review the court can control the Congress by declaring laws unconstitutional and illegal.
