So you have to find 7% of 15,300 to start decreasing
7% of 15,300 is 1,071 therefore you do this problem: 15,300 - 1,071 = 14,229
Now the question from me is: do you keep the 7% of 15,300 or do you find the 7% of 14,229?
I did the math for both ways:

7% of 15,300 continuously = 3,519 acres in 2013

Or

7% of every resulting number after 15,300 = 6,851 acres in 2013
