Anti - Federalists (Democratic - Republicans):

Anti - Federalists wanted a strong state government. Their strict perception did not directly authorize the ability to tax citizens and would only accept changes to the Constitution if absolutely necessary. Anti - Federalists stated a change was necessary at the time because they believed the Constitution gave too much power to central government.
