What rules would you set for their phones, social media, and video games?

I would say keep their phones in a different room overnight, no social media before the age of 11- then select apps depending on maturity of content. And I would set a time limit on video games per day, maybe staring at 1 hour, and adjust it based on good behavior/school/other things.
