Alexander Hamilton, John Jay, James Madison wrote the federalist papers explaining why we needed to ratify the Articles of Confederation. At this constitutional convention Alexander H proposed a new government and imposed the rewriting of the constitution. They met at the first constitutional convention in Philadelphia I believe I’m not quite sure and not tell the public about it. They felt as if the delegates should keep this issue to themselves and initially wanted to just touch up the articles of confederation but federalists wanted a new document.
