The advantages vary due to the political party in power. They can set up the voting districts in such a method that their party will ALWAYS be on top which is really powerful but not really not allowed to some extend. As long as it follows the law it's allowed. This is called gerrymandering! and it can be an issue but can help parties stay in power.

This decision applies to politics as it keeps a certain party in power for as long as the mandering is there.
