If insulin cannot bind to the insulin receptor, then GSK3 will not be inhibited, nor will it be able to inhibit glycogen synthase as the activity of kinases such as PKB and GSK3 are dependent on the signal sent out as the response of binding insulin to the receptor. No binding leads to no signal which leads to no activity.
