That's the right answer because Tokyo is a place and its the name of a place. Rest of the answers are wrong for example "they're the best Oreos in new jersey" New Jersey supposed to be capiralized since it's a name of a state or city which ever you call it.

All other options are wrong becasue they are either not capitalizing known locations, such as New Jersey, or are capitalising generic words such as city.
