When the pendulum is beginning its upwards swing, it has a lot of kinetic energy. When it is half the distance traveling down it also has lots kinetic energy. When it is at the bottom it as well has a lot of kinetic energy. The only time where the kinetic energy is least is when the pendulum stops to change direction. Any form of stopping forced the object to loose its kinetic energy.
