I'm not sure you can because we don't know the scale of the picture but if you are given one such as 1 cm = 500 miles or something like that, you just find the center of the circle and make a line through it. If the line measures 4.5 cm then the diameter is 2500 miles. This is an example. YOU'RE WELCOME :D
