Before 1860s the land was more or less open to those who went there. Some forms of societies lived there but they were not as regulated states as the other states were. After '65, thanks to the homestead act and similar policies people started inhabiting that place more and owning land and organizing even better. This eventually led to the addition of more states westwards of the Mississippi river.
As part of the Act, the United States<span> Agency for </span>International<span> Development (USAID) was created. This act was passed in the wake of the Marshall Plan, in which the </span>U.S <span>provided </span>aid<span> to European countries devastated as a </span>result<span> of World War II.</span>
