Bakke, 438 U.S. 265 (1978), was simply a decision that took place where affirmative action was upheld which allowed race to be one of the factors that was used for college admission policy.

After he was elected President of the United States he kept that promise until the Civil War started and he had to make it about slavery so that people would see why he was using so much energy and money on a war.
