When you add salt to the fish, the salt not only draws the water out of the fish but also draws moisture out of any bacteria that is on or in the food, and the bacteria cannot survive. The salt draws out the water through osmosis, which draws water across a cell membrane so that both sides have an equal amount of saltiness or salinity.
