B. Congress was unwilling to accept New Mexico's application for statehood
Congress was very skeptical of New Mexico and its inhabitants, resulting in them denying the request for statehood in the 1800s. Later, they would go on to be accepted in 1912 as the 47th state.
This way they can socialize, they can get more stuff to help with stuff like farming, they can learn more. I remember the only bad thing about this is spreading sickness
