Well the 10,000 digit will be 1 and the thousand digit = 7 + 1 = 8

so the first 2 digits are 18

6 fewer than 8 = 2  so we get 182

1 fewer  10 than 1000's is  8-1 = 7  so we have 1827

and  5 fewer ones than 1000.s = 8 - 5 = 3

So our number is 18,273
