For the 17 year old weekend curfew is b before 10 pm and 0.15 after 10 pm in total 1.

Conditional relative frequency is the ratio of the the value of somthing with the total value for a set in data table.

As for the relative conditional frequency the sum of the frequencies of each column should be equal to the one.

Hence for column two given in the table,

$0.9+a=1$

Solve for a,

$a=1-0.9\\a=0.1$

Thus the value of the letter a is 0.1.

Hence for column three given in the table,

$b+0.15=1$

Solve for a,

$b=1-0.15\\b=0.85$

Thus the value of the letter b is 0.85.
