Safety is important for the people, but the priority mostly putted on law establishment and economic policies, not necessarily safety. And minorities are an important part of the human resources ,so ignoring minorities not only morally wrong but also could economically inefficiency.
It is called the deep background. It is a way of reporters keeping it as a secret and letting the report as a confidential in respect of the people who are involve with it.
