Scientific notation is basically a short cut to write numbers with a lot of zeros in them. The difference between 3^8 and 3*10^8 is that the first is 3 multiplied by itself 8 times, and the second is 3 being mulitplied by 10^8. I hope this helps.

An argument is valid if all of the premises are true, then the conclusion is true. So the truth table shows that the conclusion is true i.e. 1 where all premises are true i.e. 1. So the argument is valid.
