From the chart that was presented, it was shown that the United Kingdom lost 0.24 percent of its population.

The United states lost 0.1 percent of its population also. Both of these are the least percentages in the table.

Therefore we conclude that the United states at 0.1% and the UK at 0.24% are the countries that lost the least/smallest population.
