According to the History of Civil War; The Civil war resolved the problem of slavery because the Southern states had gained their independence from the Union.

As a result, the Homestead Act was ultimately passed, approved, and brought into law in 1862. The new law created a three-step process for acquiring a homestead:

  • Make an application,
  • Develop the land, and
  • Apply for a deed of ownership.

On May 20, 1862, President Abraham Lincoln approved the Homestead Act. It was established by Congress to assist develop the American West and encourage economic growth, offered 160 acres of government property to anybody who consented to farm the area.
