A multi-party system prevents the leadership of a single party from controlling a single legislative chamber without challenge. If the government includes an elected Congress or Parliament, the parties may share power according to proportional representation or the first-past-the-post system
Harry Truman's decision to drop the bomb is somewhat justified but it wasn't the right decision. The choice was losing more American army men's lives or kill the innocent people of Hiroshima. In all honesty the men and women that join the army are there to fight for their country so if given the opportunity they will take it. It was justifiable because it saved us from war and showed the Japans that if we have to we will go to the extreme, but on the other hand it was completely unjustifiable because we killed many innocent people and damaged a lot of land so the Japanese had to start over.
There are no states that are prohibited from taxing by the U. S. Constitution. Such a prohibition may or may not be placed in the State's Constitution or Charter or such.
