Mussolini was known to be the man who led a coalition of fascist leaders to Rome and made the king to leave the government.

Mussolini was said to be a prime minister and By 1925 he had was said to have dismantled Italy's democratic government and became a dictator. He called himself Il Duce ("The Leader").

He threw out the parliamentary system and set up the Fascists. He also outlawed all political parties and stated all trade unions illegal. He made use of spies and secret police to intimidate anyone who is against  his rule.

Therefore, option b is correct as he did not  create a command economy to hold power.
