I think is france because it inolved major battle between other allies and also plus great britian help too.

The main reason it started back in 1945 was to stop another world war. It's predecessor the League of Nations had clearly failed, so whilst forming the UN they made up some new rules to make sure no country was punished so hard that another war would happen.
