A process that allowed for slavery to be re-initiated in all but name was the arrest of Black people under the Black Codes.

They allowed for the arrest of Black people for arbitrary reasons.
They resulted in many Black people being sent off to jail.
When Black people were put in jail, the state would then use them for labor in the fields at a very low rate. This therefore brought back slavery in some form that was legal under the 13th Amendment.
