It seems kinda weird that no other staff attendees were in the exam room, and how she was instructed to remove her clothing and was obviously not comfortable. He should have asked the girl if she wanted someone else in the room with her, such as a female medical assistant or even just another female. I think he should have also given her something to drape over herself, once the pads were in place. Maybe since she didn't have a drape over her she became cold, and anxious.
