For the first part of the question it is James Monroe. You can tell it is him because he is the one who was enforcing the doctrine. For the second part I am pretty sure it is this that they are setting in the ocean because Europe was not allowed to enter America and that is the sea between them. I am pretty sure that they are prohibited to enter America
