This is one time when I'm going to ignore my own #1 Cardinal Rule for answering questions on this site.  Normally I'm totally against simply dumping an answer without explaining how I got it.  In this case, however, I never found the short, easy, clever way to answer this one.  I just slogged through all of the 473 multiples of 19 that have 4 digits, and weeded out the ones that don't fit your specifications.  I used a popular office software program to grease the process, but even so, there absolutely must be a better way to do it, and I would not wish this one on you, so I'm not going to describe it.
