I believe the answer is: parliamentary Democracy
In a parliamentary Democracy type of government, the executive branch of the government could give an order toward the legislative branch of the government to pass a certain law.
This is different compared to our current democracy, where there is a separation of power between the executive and legislative branhces of the government, and they exist to limit each other's power.

1. Jesus is baptized
2. Jesus is tempted by Satan
3. Jesus gathers his first disciples in Galilee
4. He then goes on to Capernaum, where he heals many
5. Jesus preaches to a great crowd, and uses the following Kingdom illustrations:
The sower
The lamp not under the basket
The measure you use
The sower who sleeps
The mustard grain
6. He then calms a storm at sea.
7 in chapter 6, Jesus is rejected in his homewtown, then the death of John the Baptized, Jesus feeds 5,000, and the famous “walk on water”
8. In chapter 13, he goes on to tell a prophecy of the “conclusion of the system of things”
9. In chapter 14, proests plot to kill Jesus, Jesus is betrayed by Judas Iscariot, then the Last Passover is observed, and Jesus is arrested. This is when Peter denies Jesus as foretold earlier in the meal of the Passover.
10. Finally, Jesus is killed on the torture stake and is ressurected.
