"Peace can only last where human rights are respected, where the people are fed, and where individuals and nations are free."

Basic human rights need to be given to everyone, like food and water and shelter. If everyone doesn't have those, then not everyone is really "free," since they're lacking basic things they need to survive. People without food  aren't at peace, since they're wondering if they'll be able to survive.
