The Soviet Union was a repressive state which had many people in its prisons known as gulags. These people were engaged in hard labor and hazardous conditions.

The Geneva Convention's first draft would have allowed foreign nations to get a better look at these gulags and so the Soviets objected to it because they wanted to keep treating certain groups in a certain way by sending them to gulags.
