consent means to approve or agree, and Tom almost did that. You can also tell it means agree by the first word he says in the sentence: "No, no".

Popular vote is the amount of people voting, so its basically the direct vote the candidate receives. Electoral college is what we use in the U.S to elect presidents. So basically you cast your vote, and that vote goes to the electorate, the candidate that gets the most electoral votes, wins. Hope I helped!
