I believe the power was separated so that no one group of people had to much power. It is the basic gest of why we separate a lot of things so that everyone has equality and all power is not going to one person or group who does things in favor of another person or group. The power was then distributed so each branch could help keep the other branch from becoming power hungry and unsociable power feigns.
In general, the most powerful place for a woman to be in medieval society was the wife of a powerful man, preferably a king or noble person, since women themselves rarely held positions of power.
The question is asking to state or describe how both groups used land, and how their ways of life conflicted, and base on my research, I think the best way to explain it is that they have conflict on their interest of the resources found on each land of the Great Plains. I hope this would help
