Most bills are initiated and suggested by the senate, who then vote on it and send it to the president for approval. If he vetoes it (He because we have literally never had a female president) then in certain cases the senate can actually forcefully pass it if a unanimous vote is made.

On top of that, the government benefits from increasing the literary rate of the state and having less drug addicts on the streets. On the other hand, I believe that if the education is of a higher standing such as specific courses like IT or Mechanics then they should have to pay for those just like regular citizens have to pay.
