I want to say it is either the second or third answer, most likely the second. From what I remember learning in class is that they were building a winding railroad to California.
No matter what there will be an upper class and lower class. Communism is more dictator with government saying they know best and if you go against them...they technically own you as cattle. Fascist is the same way except nothing gets done.
