When solving a problem like this, we must first know the definition of the terms we may not understand. In this case, we will need to know the definition of the word "square root." Now the term "square root" basically means a number that can be solved by multiplying two numbers that are the same.

For example the square root of 49 is 7. This is because 7 times 7 gives for 49. Do you see? Two of the same numbers that multiply to get the number you wish.

Now the number 34 cannot be reduced to any finite fraction. There will be no way that we can ever get a absolute, exact decimal to be the square root of the number 34.
