Los factores que influyeron negativamente en los resultados de las políticas de salud del siglo XIX es que realmente no existió un programa de salud pública bien establecido, en donde el gobierno tuviera la visión de invertir en la apropiada infraestructura médica y hospitalaria para enfrentar crisis en materia de salud. Los políticos, ni tuvieron la visión ni la iniciativa para crearlo.

De ahí que, y en base a la cultura del país y su forma de ser, actualmente permanece esa errónea idea de no contar con un verdadero programa de inversión, investigación y desarrollo en materia de salud pública.

Tan no existe, que desde el año pasado y debido al problema de la pandemia, la mayoría de países Latinoamericanos ha vivido en una permanente crisis sanitaria en donde los pocos hospitales que pudieran estar equipos para atender a los enfermos se han visto desbordados por la cantidad de pacientes y la poca infraestructura médica para poderlos atender.
