The operators of both boats are accountable for maintaining a sharp lookout. The Collision Regulations need each operator to always monitor, use vision and hearing, at all times.

Explanation:

Collisions can be stopped easily if each pleasure craftmanship operator fulfills three major responsibilities. There are three major errands of every boater that you should know:

• Practice good seamanship.

It is the errands of each boat or PWC operator to:

1. Work safely

2. Take all necessary measures to avoid a collision, considering weather, ship traffic, and other ship boundaries. Such an act must be taken in time to avoid collisions and at a safe distance from other ships.

3. Evade endangering the safety of people involved in any action in any waters.

• Keep a proper viewpoint.

Failure to maintain sharp eyesight is the most mutual cause of accidents. The Collision Regulations needs each operator to always monitor, use vision and hearing, at all times. Observe and listen to other ships, navigation hazards, radio communications, and others involved in water activities to find out the condition and risk of accidents.

• Maintain a safe speed.

Safe speed is a speed that confirms you will have enough time to avoid a collision and can break within the appropriate distance. According to the Collision Regulations, the safe speed will vary relying on conditions such as water conditions, wind, currents, navigation hazards, visibility, distance from shore, surrounding ships and traffic density, and ship maneuverability. Always decrease speed and navigate very carefully at night and when visibility is limited.

The right answer is “The operators of both boats”. The most common cause of collisions is failing to maintain a sharp lookout. The Collision Regulations require every operator to keep an appropriate lookout, using sight and hearing, all the time. Watch and listen for other vessels, radio communications, navigational hazards, and others involved in water activities to be alert of the situation and the chance of collision.

The Virginia Plan (also known as the Randolph Plan, after its sponsor, or the Large-State Plan) was a proposal by Virginia delegates for a bicameral legislative branch. The plan was drafted by James Madison while he waited for a quorum to assemble at the Constitutional Convention of 1787.

Virginia's Plan was based on population. The larger states favored this plan because it would give them more representation in Congress.

Explain how the separation of powers limits the power of the federal government
Tasya [4]
Federalism limits government by creating two sovereign powers the national government and state governments thereby restraining the influence of both. Separation of powers imposes internal limits by dividing government against itself, giving different branches separate functions and forcing them to share power.
