Simplify by distributing the -1/4 into the parenthesis:

y=-\frac{1}{4}x^2-\frac{3}{2}x-\frac{9}{4}+4

Combine like terms to get

y=-\frac{1}{4}x^2-\frac{3}{2}x+\frac{7}{4}
