Since you provide no options, a couple of things that a specific economy would do if it has extra capital resources available is :
- Increase it's overall productions
Since it got more capital, they're able to buy more materials and pay more workers
or
- Make an investment.
By using that capital to buy an asset
concept 1: All people are created equal
concept 2: All people have basic rights that cannot be taken away
concept 3: The government gets its power to make decisions and to protect rights from the people
concept 4: When the government does not protect the rights of the people, the people have the right to change or remove the government
Answer: Not sure exactly when were talking about but overall no, racisms was so bad at points that I wouldn't be surprised if you were shot by your own side simply because of the color of your skin.
